Weird question. Its when your trying to access the internet from a device (such as a PC), and it isnt working. ie. Your trying to open a page, and instead of the expect page, a different page saying that it can not retrieve the page.
There are a large number of causes for this. The most common ones:
1. Internet modem has lost its connection to the your ISP.
2. Your wifi Laptop is too far from your modem, and is unable to communicate with it.
3. Your PC has a virus that is active, and is constantly overloading your data connection.
There are so many bits of hardware and software that brings the internet to your screen, its often difficult to fix. Its best to start from the closest point and work further back. Is your wifi connection on? or is your network lead plugged in? Is the modem switched on? Have you used up your broadband quoter. Is your phone line still working? Has your ISP go bust!

I wondered the same when I was going to get internet and phone service. I asked for it to the internet company, and they told me that there is any problem then there is a power outage. So don't worry. You won't have any problem if there is a power outage.
I had that problem when using Internet Explorer. I now use Firefox , I don't have that problem anymore.
