Kemp's test is an orthopedic exam, depending on whether the patient is seated or standing, that is used to confirm either an intravertebral disc (IVD) lesion (eg. disc herniation), lumbar facet dysfunction/syndrome or it may present positive as a significant other finding of pain during an exam that produces local pain WITHOUT pain traveling anywhere distant from the area of complaint.
Seated the chiropractor would contact with their hand the area of low Back pain and gently bend the patient backward, slightly bend and rotate them toward the same side that the chiropractor's hand is contacting on the low back. A positive finding would be an increase or recurrence of sharp, shooting pain traveling down the lower limb, potentially into the foot. This would confirm an IVD lesion (eg. herniation) causing pain into the lower limb.
Standing the same procedure would be performed EXCEPT rotation of the upper body would be toward the OPPOSITE side that the doctor is contacting. A positive finding would be local pain that is dull, boring achy which is indicative of lumbar facet dysfunction/syndrome.

Test for a Intervertebral Disc Lesion. The patient rotates trunk obliquely downward in the affected lumbosacral area. Positive if Lower back pain that radiates into lower extremities. Description af the test is correct, however it is not really a test for a disc lesion but lumbar facet dysfunctions (if at all). Both specificity and sensitivity are low - if you're looking for a disc you better stick with SMR.
