You have to ask yourself is poverty a personal problem, a community problem or a world problem.Doing ones part in tryen to end proverty makes a huge differance as is not just a personal problem many are affected by poverty there are communities and even countries that are stricken by poverty. Starving children and families because their family lost their job or have become disabled or for those that just do not have the proper resourses maybe they are just not as forunte as many Americans. The country may have remained neural but the French government was the "protectorate" of Morocco meaning they basically have control of their polital and military powers. The goal was to abolish poverty and establish racial equality. The attempt to abolish poverty did not work because it could not end the underlying reasons for poverty. It is almost impossible to change people's work attitudes or life styles. There were a lot of expensive programs but much of the money went to "administration", meaning government workers were paid for doing nothing useful. Some of the programs recorded limited benefits but had no long term effects on poverty. The drive to end racial inequality worked better than the efforts to end poverty, but again was blocked by old attitudes and customs.
