Pax Romana is a term which has been coined by historians to indicate the 200-year period of relative political stability in the Roman Empire which followed the establishment of rule by emperors by Augustus. The Roman Republic, which had a weak government, was torn apart and brought down by a series of large scale civil wars. Augustus was the final victor and used his power to end the Republic, establish his absolute personal rule and become the first Roman emperor. This started the 503-year period of (absolute) rule by emperors. This created a strong central authority and government which was capable of controlling the vast empire and maintain political stability.
Augustus changed his name several times. Historians use the name Octavius for the period before he was adopted by Julius Caesar, Octavian for the period between his adoption and his becoming the emperor and Augustus for the period when he ruled as an emperor.
