Toronto, like the rest of Canada, does not have a completely defined culture or identity. Because of the various ethnic races that inhabit different sectors of Toronto, and because the numbers are fairly uniform, it is hard to distinguish a dominant culture.
That is why there are such communities as Cabbagetown (Irish), Chinatown (Chinese), J-Town and K-Town (Japanese and Korean), Little Greece and Little Portugal, to name a few sectors. They are all blocks within the the city of Toronto, but the buildings usually tell you you've gone from one zone to another.
The only cohesion everyone seems to have despite race and living styles, is the fact that we are all strangers on a cold frontier, so we should try to help each other out when we can.
That's why Canada has a reputation for being "nice", it's not so much that, but because we're on a cold frontier that is mostly uninhabitable, that as humans we all ought to at least tolerate each other if not help each other out.
