Nobody. The monarch ruled and rules his or her subjects. There are limits on the power of the monarch, a lot more now than formerly, but being subject to limits does not mean you are ruled by someone else.
Absolutely nothing, millions of people do. Freedom of expression and freedom of speech are basic human rights. Unless you live in a country ruled by tyranny then you'll probably be jailed.

No it is not illegal. Several years ago the Supreme Court ruled that it was freedom of speech and that the 1st amendment protected someone if they burned the flag. It is a form of protest.
