Please post a new question with more details. All higher denomination U.S. coins have an eagle on the reverse, and most also have stars (not "starts"), so that's not enough to go on.
In any case unless the coin is extremely worn, it should certainly have its denomination shown on the reverse, so that's the first thing we need to know. If you can't see that, at least state whether it's gold or silver, and measure its diameter with a small ruler. It's easier to do so if you use the millimeter scale since coin diameters are always shown in that unit.

It depends on the quarter. From 1932-1964 silver quarters had the familiar Washington eagle design on the back, just like clad quarters up until the state quarter series. The Standing Liberty quarters depict an Eagle in flight, the barber quarter has a heraldic eagle on the reverse and earlier coins usually have something stating that it is a quarter of a dollar.
