One way this error can occur is if a sheet of paper fails to enter the printing press. The ink from the top plate is transferred to the bottom plate and comes off onto the next few sheets of paper that do enter correctly. It can
also happen if the ink fails to dry immediately on an otherwise properly printed bill, and transfers to the back of the sheet above it.
You'll need to have this error appraised by a dealer who handles error currency. Depending on its exact nature, retail could be as much as $400 or so.
