The term BMV stands for Bureau of Motor Vehicles. The BMV handles registrations, license plates and drivers licenses, as well as state ID cards.
You have to get the title notarized at the BMV. then you write the info of the new owner where they notarized, and then they will take it to the BMV.
You can't drive anunlicensed car. You should either get a ride to the BMV or contact the local authorities and have them escort you to a BMV. Does the car have it's needed papers. If it doesn't have its state issued qualifications met it would be a waste of time for you to go to the BMV at all.

No. There is no reason for the BMV to take it unless the police say they have done something wrong. You as a parent can tell a minor what to do though so you decide of they are allowed to drive or not.
A recent appelate ruling, Indiana BMV v. McNeil, opines that there is no statute of limitations on "administrative actions" taken in the interest of public safety. Technically, the BMV can adjudge you an HTV 5, 10, 20+ years after your offense and hand you a brand new 5 to Life license suspension to begin within 30 days of notice. Read about BMV v.
