A D'var Torah is an expounding of a Torah idea or thought.

A bat mitzvah is usually celebrated at a Friday night or Saturday morning synagogue service (sometimes both), so what is said is the entire liturgy for that service. In a liberal congregation, the girl will be called up to the Torah, while in both liberal and Orthodox congregations, the girl may give a dvar Torah (sermon). There is no special liturgy for a bat mitzvah. Some prayerbooks do offer a special "mi she berach" prayer ("may he who blessed our ancestors bless you ...") for the bar or bat mitzvah, although the normal "mi she berach" said for a member of the congregation who is called up to the Torah would suffice.
It could be called a "DVAR TO-rah" ... a 'word of Torah'. It might be called a "DROSH" ... a 'commentary'. I guess you could call it a 'sermon' although I've never heard that. Most often, especially in the US, it's most comonly referred to as a "SPEECH".
