Unlike the adjective belligerent (hostile, aggressive), the noun form only indicates that a party or faction is involved in a conflict or war.

For World War I, either France, Germany, or Bulgaria could be a belligerent. Belgium, however, might not be classified as one, although its army fought defensively.

For the Balkan conflicts, a belligerent could be Serbia, Croatia, or Bosnia.
