if you mean the ones that were to defend against German air raids they were called:
-Anderson shelters, these where placed outside the house in the back garden which were made out of sand bags and metal roofs.
-Morrison shelters, these where placed inside the houses in places such as under the stairs and in the living room etc.

Air raid shelter are often made in every country especially near strategically important areas/VIPs locations. However for general public air raid shelter are made when a country fears/participate in a war.
