It is not a Plumbing item. It is a kitchen gadget for beating eggs (for example). Smaller than an electric mixer, it works about the same, but manually: held with one hand, and a hand crank turned with the other. Like 2 whisks that rotate meshing into each other.
Its a form of whisk that has a small wheel which turns against the teeth of a cog to run the beaters in the same fashion as an electric mixer. As you turn hte handle the beaters, like the electric ones, run in opposite directions against each other to whisk eggs, cream etc together.
