The word for displaying charisma or charm is "charismatic".
In my opinion, the most critical component for a leader to be charismatic is to have good policies, and be able to swerve questioning into his direction, and hence change the question to support him. Also, a charasmatic leader needs to be able to retain composure under great pressure, and not become too power hungry. One of the main characteristics needed, is to keep the faith of the people.
A charismatic leader is believed to be touched by God or endowed by nature with special qualities, able to inspire and influence others through their personal charm, vision, and eloquence. They possess a magnetic personality that attracts followers and rallies support for a cause or movement.
