A community custody hold in my city is basically just a doc (department of corrections) violation. Basically they violated the terms of their community custody and are being held in jail for it.

Yes, generally you WILL already be in custody on some other, possibly even un-related charge. If you are in custody, held on some charge, and the U.S. Marshall's Office is interested in you for whatever reason, they place a "hold" on you which means that whatever happens to you on the original charge for which you were arrested, you won't be released until the Marshall's Office is notified and comes for you.

I believe it is when you fail to follow your terms of release. Similar to a probation/parole violation. Not too sure though.

The police can hold you for as long as they deem necessary if you have broken the law and driven a vehicle with a stolen template. Every state is different.
