You can always find free recipes at allrecipes.com. They have a yummy cube steak recipe and they recommend coating it with salt, pepper, and flour. They also state to put all the ingredients in a Ziploc bag and shaking it to get the steak coated and prepped for cooking.

Yes - you need this type of preparation to prevent the fried steak from becoming too chewy. It should almost melt in your mouth. No - some people prefer a less-pulverized piece of meat. Cube steaks tend to be cheaper, inferior cuts "partially chewed" to camouflage some of the toughness. A good quality round steak or other cut is preferable to many connoisseurs.
