From what I can gather, it refers to a native Norwegian with dark or black hair and dark eyes (but white skin) - not all of us are blond and blue eyed.

The dark colors are variously claimed to come from Samii (an indigenous people in the north of Scandinavia), gypsies or other travelling people, or contact with Southern or Eastern Europe.
Whatever the source(s), it has been part of the Norwegian genetic stock for a very long time.

The Term Dark Norwegian refers to a Saami (Finn, Lapp,) on the Norwegian side of the border, the Saami are the indigenous peoples of the North of Scandinavia, Finland & Russia. The Dark doesn't refer to hair or skin color but infers pagan.
