It's named as Nigerian scam, because the first wave of these scams came from Nigeria. The 4-1-9 comes from Nigeria's Criminal Code which outlaws the practice. The scammers use simply method, They ask you to pay them x amount of money that they can transfer big amount of money in your country and you will get part of it. They will ask you to pay fees, taxes or charges, which can start from very low amounts of money. These scammers usually contacted victims by letter or email.
