The full form of writing the date should be so there is no ambiguousness in interpreting the date.
When writing the date in abbreviated form it can, sometimes, be misinterpreted because some countries put the month before the day, others the day before the month. The time should also be included. To write the date in full you should start with the time of day, either using the 24 hour system or the AM/PM system, then the day of the week, the day number of the month, the month followed by the year. The date written refers to the local date and time the message was dispatched unless otherwise stated.
