There was no new Hayabusa released in 2013. As of now, there are no confirmed plans for a new Hayabusa with 1400, 1500, or 1600cc engine displacement.
It only costs about two to three thousand dollars more to get the turbo on your Hayabusa. It is well worth the money if you want to get more speed and acceleration.
The cars emission requirements are based on the vehicle year/ make/model and the engine that came with the vehicle. If you were to put a hayabusa engine in a car, it may or may not pass the emissions and may not be required since the engine was changed to something so exotic.
