According to the ( 2004 ) Ford Expedition Owner Guide : The passenger compartment fuse panel / power distribution box is in the front passenger footwell It is behind the kick panel just in front of the front passenger door * the kick panel swings out for removal , there is a cover on the fuse panel behind the kick panel
The Owner Guide shows that it is BY the kick panel ( not behind ) So , look in the right front passenger footwell , by the kick panel On my 1995 Ford Explorer it's in the right corner , by the kick panel , and just above the carpet , but yours might be higher up from the carpet
