Auxiliaries or irregulars are commonly used terms, although irregulars tends to imply combat duties, whereas auxiliaries implied auxiliary functions. For example, the Civil Air Patrol is an auxiliary of the United States Air Force, and performs functions such as a cadet programme, search and rescue, etc, but cannot be called to perform combat duties.

As for actual citizen-soldiers who are uniformed and a component of the regular military force, and subject to activation for combat duties, they're typically just referred to as 'reservists'. In the US, the National Guard has that function (as do State Guard/State Defence Forces), whereas Commonwealth nations tend to refer to them as the Territorial Army, although they're more commonly known as 'The Militia' in Canada.

Additionally, irregular forces composed of civilians, and with a paramilitary function, have played a role in conflicts throughout the world.
