Personal prayer may mean many different things. For instance, one could say "personal prayer" and mean prayer that they are doing alone. Or they could mean a prayer they make up, not a formal prayer, even if they are sharing with it with other people, etc. In other words, I'm sure you could think of more examples, but, bottom line, every prayer, whether it is liturgical, formal, in a group, or all alone must be personal, you must make it personal, if you don't then you are doing what Our Blessed Lord condemned and babbling like the pagans. In other words, say you are praying the rosary, which to an uneducated outsider may indeed look like babbling to an outsider as you repeat over and over again Our Father..., and numerous Hail Mary's. But the Rosary is an intensely personal prayer, because it is a meditation on the various mysteries of the life of Our Blessed Lord. So any prayer, be it the Mass, the Rosary, the Our Father, or something you made up and recite every day, can be "babbling like the pagans" OR it can be, must be, intensely personal to be real prayer.
