You really don't have to be over 13 to get a facebook. People just say that for no reason. Besides, there are children as young as 5 that have a facebook. I think that any child should have a facebook, and that any parents that don't let them have one is unfair.
Not sure why you would want your parents to text your friends. If you can think of a good reason, discuss it with them. If you can't convince them to physically hang with you and your friends at the mall, you probably will not convince them to develop a social habit of texting with your friends.

There is really no way to see a person's facebook if you are not friends with them. When singing up for facebook, most people protect their facebook from the general public.
