It seems to be that if you are not a Shi'ite Muslim but are a believer in one of the "recognized" Abrahamic religions (Judaism, Christianity, Sunni Muslim), then you are tolerated. If your belief system is other than one of those three, especially if it is the Baha'i Faith, then you are seriously persecuted.
It is not an issue for all Kurds, since the majority of them are Sunni Muslims in Syria, Turkey, and Iraq, and the majority of them are Shiite Muslims in Iran (just like their non-Kurdish neighbors). The primary form of discrimination against Kurds is ethnic discrimination. Religious discrimination is an issue for religious minority Kurds, such as the Yarsan, Yezidi, Zoroastrianism, Christianity, and Judaism. The reason that religious discrimination is an issue is because the governments of all four nations that occupy Kurdistan (Turkey, Syria, Iraq, and Iran) have passed prejudicial legislation that treats Muslims as superiors to Non-Muslims and gives fewer countermajoritarian protections to these minority religions.
Not particularly. The government of Iran has a strong Anti-Sunni bent which puts many Sunni-majority Arab States like Saudi Arabia in its cross-hairs. However, this is a political/religious issue, not an ethnic issue. Iranian people are actually very open-minded and tolerant, especially when compared to their government.

The Islamic Republic is the title of Iran , but there is no republicity in Iran because there is no democracy in Iran. The mullas are just rulling the country with the old fashioned rules of Quran (the religious book of Islam science 14 centuries ago).
