First, some context. Back about 50 years ago, before there were small, digital tape recorders, secretaries would sit at a meeting and take notes by hand, using a special kind of abbreviated writing called "shorthand." Or, if the boss wanted to have a memo typed up (there were no computers yet), the secretary would go into the boss's office and bring her notepad. She would write down (using shorthand) everything the boss said, and then go back to her desk and type it up. This procedure was called "taking dictation." Most bosses back then were men, most secretaries were women. So: Mr. Jones called to his secretary, "The monthly report has to get sent out by tomorrow, so I need you to come in and take some dictation."
You may also find it interesting that in journalism, there is a slang expression that uses "taking dictation" or "being a stenographer." It refers to just writing down whatever a powerful person said and not questioning a word of it. "Many critics of President Bush accused the media of taking dictation rather than challenging him about the War in Iraq."
