The simple answer is that Special Relativity can be described with simple algebraic processes. General Relativity involves much more complex mathematics, including tensor calculus, for its mathematical description.
Unfortunately, no -- because these aspects of our Universe are NOT simple. An apocryphal story has Einstein being asked to explain relativity in one simple sentence. His reply was that he couldn't explain relativity in less than three days, and that, unless one had an understanding of advanced mathematics, none of it would make any sense!

Are you referring to the definition to be simple or the definition of "simple predicate"? Anyway, I'm thinking that you mean the former. A simple predicate is the word that shows what is happening. In the before sentence, is is the simple predicate. "is the word that shows what is happening" is the whole predicate. A verb will not always be the simple predicate, and simple predicates will not always be 1 word.
