Try this...there'e a small lot to the right of your transmission. Stick your ignition key all the way in and it will unlock the steering wheel. I'm not sure if this is what you were looking for but best of luck! Bob
Answer: The dealership is correct. The 2001 XJ does not have a steering column locking mechanism.

steering wheel in locked positon try moving it a little either way and the key should turn. The steering wheel has a locking device that wont let the key turn if the wheel is not free or you have the Wrong key

If the power steering fluid leaks out the steering would become very stiff, and perhaps "lock" if the car were parked.

According to the Kelley Blue Book website, power steering came standard only in the Si Hatchback, LX Sedan, and 4WD Wagon. All other models (Hatchback, DX Hatchback, CRX HF Hatchback, CRX Hatchback, DX Sedan, Wagon, and Wagovan) had it as an option only. In my opinion, the 1989 civic does not need power steering. The tires are narrow, the car is light, and the steering wheel is big enough that the only reason you would want power steering is if your civic had been pimped out with fat tires.
