It's the Hebrew word for the Jewish prayer shawl or Tallis. The fringes on the ends of the Tallit signify the 613 Commandments of the Torah.

The wearing of the Tallit (or Tallis) stems from a law in the Bible commanding Jews to put fringes on the corners of their garments.

The question can be understood in two different ways:

Spiritual Meaning of Talit

If you switch the order of the letters Tal, you get Lot, which means to envelop. The Talit is the prayer-shawl which envelops one's shoulders.

Linguistic Meaning of Talit

Talit is the Ancient Hebrew word for a piece of square or rectangular cloth (i.e. cloth that has not been sewn into an irregular shape as opposed to a shirt or pants which are irregular shapes)

a tallit is a shawl that Jewish men are required to wear for certain prayers said in the morning (and women have the choice to do it as well but once a women starts she can't stop,) and tzitzit are eight strings held together by a series of knots that are on the four corners of a tallit, however men are supposed to wear them all day so there is this kind of vest with the tzittzit on the four corners of them that many Jewish men wear inside there shirts. traditionally one string of each bundle with be dyed blue but ive been seeing that less and less lately, sometime there will be streaks of blue on the tallit shawl itself to "make up" for it. A tallit is also used to cover a marrying couple at the "chutpah."

The tallit is a 4-cornered garment, frequently a shawl, that allows Jews to obey the biblical commandment to attach tzitzit (usually translated as fringes) to the corners of your garments. So the Tallit is a means to an end, it is there to support the tzitzit. The tzitzit are made by tying a special pattern of knots into a bundle of 4 threads or strings put through holes in each corner of the Tallit (or other 4-cornered garment). The biblical commandment explains the reason for the tzitzit being "so that you will look at them and be reminded of these commandments." So, because tradition says that there are 613 commandments in the Torah, the knot pattern in the tzitzit is symbolic of the number 613.

When you see a Jew with tzitzit hanging out from under a shirt, you know that you're dealing with a religious Jew who wears a small talit under undershirt as a constant reminder of God's commandments. If you see a Jew wearing a big tallit over their clothing, you know a service is under way and people are praying. To non-Jews, a big tallit resembles clerical vestments, and some assume that anyone wearing such a garment must be clergy, but this is not the case.
