Probably not as a rule, there are a lot of different reasons for a cow to be tough, surprisingly, the best piece of meat I ever enjoyed was from an old milk cow. "Cow meat" -- aka Beef -- gets eaten by humans.
They're one and the same, there's no difference between "cattle meat" and "cow meat." Cow and/or cattle meat is called Beef, regardless what class or type of bovine it came from.
