A Typical Air Compressor used in an air conditioning system is used to compress the vapor refrigerant to a higher pressure. If your compressor is not good enough to compress to the required pressure then your air con. will not provide a good cooling effect. P.S. : The temperature when changed on the main panel will directly change the pressure of your compressor which will affect the room temperature.
Your air con. compressor could be broke or if it is working but cold air doesn't come out then the air con gas has leaked out due to a small hole somewhere. You need to get your air con gas level checked if it has gone you then need to find the leak before replacing it.

The normal air con regulates temperature by turning the compressor on and off. This start up process consumes 3times more electricity and the room temperature will also go warm to cool by about + or - 4 degrees during these process.
