To the best of my knowledge an alternator belt tensioner is just a fancy way to refer to the pulley that the alternator belt goes around yes they do lock up if your having that problem you've probably already shredded your alternator belt and youll need to purchase a new belt and a new pulley now depending on what kind of vehicle you have you may have to rent a special tool from the auto parts store to remove and or install your pulley which if im not mistaken you will want to ask for a pulley tensioner remover i hope i helped some!

The belt tensioner for the AC/Alternator belt is beneath the alternator. Facing the engine from bumper you can see the ac/alternator belt tensioner on the left side and beneath the alternator. Losen that bolt with size 12 socket. Next, loosen the tensioner bolt until the belt loosens. Now, with the Power Steering Belt you can loosen it by locating the belt tensioner usually found inside of the power steering belt on the power steering pump. Loosen both bolts and if needed pry UP the power steering belt tensioner and the belt should loosen. Repeat until belt comes off. Installation is the reversal of removal. NOTE: You may have to pry down the power steering pump tensioner to tighten the belt.
