An earmark is a congressional provision that directs funds to be spent on a specific project. This was a tool used to reelect politicians because politicians could place an earmark for a certain project in their state/district to be funded, and this would put them in the favor of their constituency, even if many of the politician's other votes did not align with their political views. However, since 2011, there has been a ban on earmarks in the U.S. Congress.
