The British are people from England, Wales, Scotland and you could also say Northern Ireland. Britain is an island comprising of three countries, England, Scotland and Wales and the people from this island are called British. The English are almost always referred to as English except by Americans who generalise and call people British (which is not incorrect in any way and is done so they don't have to recognise the regional accent - which is fair enough). The British are always referred to as British...because there is no other word for them.

British people are those native to the 4 British countries: Scotland, England, Northern Ireland, and Wales. Surprisingly, a lot of people (Mostly Americans) Regard Britain as just England, which can be offensive. Britain is often said to be in Western Europe, although it is officially a part of Northern Europe (According to the UN).

If you're asking "Who are" As in "Where did they come from", The Scots, Irish, Welsh and English all share varying degrees of Scandinavian, Anglo-Saxon and Celtic ancestry. While many people believe that the people who inhabit the different countries of Britain are very different to each other, there had been so much genetic mixing that every ethnic Brit is pretty similar in terms of ancestry.

Albeit, those from southern Britain will have more Anglo-Saxon and occassionally French DNA than people from Northern Britain, who tend to have higher degrees of Viking blood.

British people is a collective term for people who were born and most importantly have descended from people who were born in England, Scotland, Wales and Northern Ireland.

However it can very loosely be used to describe some one who has ancestry from Ireland though this is not commonly done.

Britain is mainly made up of Caucasians, so namely white, but it is a very diverse country.

But as a whole and historically British people are known as being White and few people consider them to be anything but white.
