In Excel 2007 and higher it is called the Ribbon.
A PULL-DOWN MENU is a menu which appears below the menu bar when it is selected.

Depending on which application you're using, the name of the bar can be different. For example, when displaying a browser window, usually, the top 'bar' is called the address bar. In another example, in the application Final Draft, below the title you can find the menu bar.
The formula bar is located above the worksheet and below the menu bar.

In versions of Excel up to 2003, they used a menu bar. The main menus were File, Edit, View, Insert, Format, Tools, Data, Window and Help. These appear on a bar across the top of the screen, known as the Menu bar.
