To me, that means being a dry-drunk. That is, the object of the addiction is removed, such as alcohol or cocaine, but the dysfunctional behaviors are still present, such as self-centered-ness, manipulative behavior, resentments, etc.
But apparently it is also a trademarked recovery program/center/book in LA, yet another person making money of of supposedly helping others. One center employee bio reads:

Personally, I fail to see how any of that is a qualification for anything.
It's not a sobriety test, it's meant to prove that you are intoxicated, not prove your sobriety. If you deny your field sobriety test or breathalyzer you can get your license suspended.
