Well as with all cars that has radiator's there is a bottom hose and a top hose. So to simply drain a radiator which hasn't a drain bung at the bottom of the radiator, then unscrew the clip that holds on the bottom radiator hose and bob's your uncle...

The Thermostat on the 1999 Lincoln Continental is located on the under side of the car Where the the Radiator Hose, that runs along the bottom of the car, is connected to the Thermostat Housing. You can only get to it by getting underneath the car where the Radiator Hose is connected.
There are two sensors for temperature. One for the fan and the other for the OBD. One is in the bottom hose going to the radiator (looking at the car from the front, it is the bottom RIGHT hose). The other is in the heater hose in front of the firewall.
There's a top hose (the one on top) and a bottom hose. (the one on the bottom) There is no main hose.
It means you have a "BIG" leak. I would check the bottom of the radiator or the lower radiator hose.

"No heat coming out, temperature gauge buried at cold." Uhhhh...no. #1. Run the car till it gets to operating temperature (or warms up at all). #2. Check radiator hoses. a. top hose hot b. bottom hose WARM but not HOT or COLD...just warm. Cooler than top but not cold. If bottom hose is COLD, get a new thermostat or flush radiator, OR BOTH! If bottom hose is as hot as top...GET A NEW THERMOSTAT! My thermo was bad and the car NEVER overheated and temp gauge ALWAYS showed normal.
your a/c water drainage hose might be clog causing water to go inside,check a/c drain hose on the bottom of the car
