It's pretty similar to dermatitis in humans, and can be caused by an irritant, an allergy, or by a bacterial infection. It often looks bumpy and red, and may be itchy. You're veterinarian can do a skin scrape to look at the cells under a microscope and check for bacteria- most often Staph. It's pretty common, and usually nothing to worry about.
