Remove the #2 spark plug and look at it. If it is dry, most likely the fuel injector is clogged or otherwise not working (could be bad wiring to injector, open injector coil). If it is wet, the plug isn't firing. Check the compression of the cylinder while you're at it, compare the pressure to other good cylinders for proper range. It is more apparent that it misses while in gear because there is more load on the engine than when in P or N. It's most likely missing all the time, though.

Yes, it could be dirty injectors causing this problem. It could also be an issue in the fuel line, fuel pump or fuel filter.
short answer is no. long answer is no because it is controlled by the computer and anything you do to mechanically disable the injectors will not be recognized by the computer. The heads are not designed for this either, meaning that you will be wasting power trying to turn the disabled cylinders because there is you will still be drawing air into the cylinder and compressing it. your engine will also run very poorly, probably causing you to use more gas.
the float in your tank is probably bad, causing inaccurate readings.
If there were no overlapping, when measuring something close to the limit of one range or an unstable signal, the instrument woud be "jumping" between this and the higher (or lower) range, making the readings more difficult and maybe causing you a headache.
