It all depends on several factors, like how well the owner treated it and the original quality of the moped (a Chinese made moped for $500 brand new will not hold a candle to one made in the U.S. for $1200 or so). 15,000 miles is about the most you could ever ask out of one without getting laughed at rolling down the street without a muffler, or a speedometer, or blinkers, a water damaged horn, a torn up seat and a sticky throttle while you stop with your feet. However, some of those 2-cycle engines are champs and can last MUCH longer than the rest of the moped. You might even expect as much as 20 or 30,000 or even more to a very safe driver and good owner willing to invest time and money to keep it in good shape over the years.
High mileage is almost always considered anything over 100,000 miles for a 2003 model.

i own a 2002 f150 and it has 196,000 miles and still runs great. Over 150,000 miles is considered high mileage on any vehicle. That does not necessarily mean there is something wrong with it.
