High reps is mostly associated with endurance, and not so much with bulk.

I was always taught that low weight with high reps is for weight loss and toning, whereas high weight and low reps is for strength training and bulking up.
it will build your muscle up as low weight with high reps will tone the muscle out.it wont build it.

For muscle size: high weight, low reps, rest low reps, rest... Use as much weight as possible, so much that you can only lift it a couple times. For muscle toning, endurance and general health, high reps, shoot for 20 or more before the muscle is fatigued.
It depends what you want to do. I use a cobination of it. I would so 4 sets of 8 and the last set that you do, you need to make sure that you can barely get it but you can get it. If your just trying to get cut but not big, then just do reps, but if your trying to get big and cut then you need to do alot of weight and about 8 reps to 10 reps and do 4 sets of them.
In order to tone your arms you need to do more reps and try not to go so heavy on the weight unless you're trying to bulk up. Heavier weight will make your arms larger without a lot of definition, while lighter weight will give you the definition without the bulk. To get a nice lean look in your arms try doing heavy weight with more sets and less reps one week and less weight and more reps on the other. be sure to allow an ample amount of time to allow your muscles to heal otherwise what you have worked on will have been a waste of time.
push and pull, I did it with a lawn mower, Takes me about 5 hours a week , but it really works , slimmer toned strong arms. Perform arm workouts that are high reps. Choose a weight that you can lift about 13-15 times. This will help tone the muscles.
High weight and low reps with help build the muscle and make them more predominant. Building up the ab muscles will really help them stand out.
