The term core represents each individual conductor within a cable, and a pair is two cores (or two conductors) within a cable.

For example if you have a 3 core cable, then the cable has 3 separate conductors in it (3 separate cables within the PVC coating). A 3 pair cable would be 3 sets of 2 cores, so this would have 6 conductors within the cable.
