In a pressure washer the pump creates the pressure, but the unloader regulates it. A pump on a 2000 psi machine may be rated for 3000 psi, but the unloader keeps it running at 2000psi. On an electric machine, as the pressure goes up, so will your amp draw. Your Max PSI is probably the maximum pressure you can run that machine at and not overload the motor.
