It means 'out of range'.

Either the weight you have placed on the scale is beyond what the scale is capable of reading; or the scale needs to be properly calibrated (because it currently thinks the weight its reading is out of its range)

Note: 'out of range' can be above or below the scales range. Most are only designed for a specific range and numbers above or below that range cannot be measured.

What does out 2 mean on digital scales?

It is supposed to be read as "OUT Z" which means that the scale's zero point has out of normal range. This means that the load cell is either damaged from overloading, or calibration has been lost for some reason. You can sometimes fix this error by calibrating the scale, but many times it means the scale has been catastrophically overloaded.
