It means that certain components use that kind of electric signal (if it CRT then it is VERY dangerous). 1 hz means one signal per second, 1000 hz (1KHz) means 1000 signals per second and so on. so be very careful with what you touch.
It's a 12MHZ Crystal
I would agree with Lyzta that you're careful poking round CRT monitors, but I suspect that this is an LCD monitor
Without seeing either of them, a good assumption is that you are using a monitor with a newer DVI input as opposed to a VGA input. You can purchase an adapter to connect the monitor to the older computer.
A 17 inch LCD monitor ranges in price from a low of about 68 dollars, to highs of 260+. these prices are based on crystal count, frequency(in mhz), and brand name.
he rating for RIMM memory is based on the maximum theoretical bandwidth (in MHz) and included speed ratings of 800 MHz, 1066 MHz, 1200 MHz, 1333 MHz, and 1600 MHz.
what is the rate of two 2 gb ram 800 mhz? and what is the rate of 500 gb hard disk, Intel core to duo 2.8 ghz ,Intel motherboard 856 ,and samsung 23 " lcd monitor
MHz. 1000 MHz = 1 GHz.

all you have to do is change the 27 mhz crystal to a 49 mhz crystal: it looks like this: picture of crystal at this link: http://www.taydaelectronics.com/servlet/the-268/27.000-MHz-27-MHz/Detail
