Of course it depends on your ages, but it could be anything from her being very shy to the fact her parents are extremely strict with her going out. I suggest you go up and ask her out again. She also could have had a bad relationship before or more seriously, rape, abuse, etc. If she doesn't answer then say, "Look, I asked you out because I really like you and the least you can do is give me a yes or a no." If she says "no" then ask her why. Communication is everything. Don't second-guess this young woman.

Maybe the girl is afraid to go out with you, Because her friends may think less of her. OR maybe she is trying to be a flirt with you because another girl in that class (if you're in school) likes you, but she dislikes her. "jealousy"

Not trying to hurt your feelings, but I think she probably really does like you, just only as a friend. A girl will let you know, especially if you ask her out, if she likes you. I think it is a ridiculous assumption to say she has personal problems or was possibly even raped before! She's just not that into you. She looks at you as a friend, but it weirds her out knowing you want more than that. Accept what you have, and don't read too much into things.
