When a girl does that it can mean different things.
It can mean:
1)She is interested but she is also open to other guys.
2)She has guy friends who she like to talk to (not flirt with).
3)She is not interested in you, she is just being herself and laughing at your jokes. In this case she probably does not think she is sending out the wrong signals.
4)She does not like you but she like teasing you.
