The flag of the United States of America should be at the top of the pole with other flags beneath it according to the U.S. Flag Code. The largest flag should be the U.S. flag. The remaining flags should be smaller. Other than that, personal preference is allowed. For example, a Military Veteran would most likely fly the U.S. flag at the top followed by a military service flag (Army, Navy, Marines, Coast Guard, Merchant Marine, or POW-MIA) beneath it. If there is room for another flag most likely it would be the state flag followed by the County or City flag. Of course, this would take a very tall flag pole...
