It sounds like you might have a couple of probems going on. It sounds like your fish have, what is called Ick. You can find a medicine for that at the pet store. You just add a little bit of it to your water.
Also, if you have recently set up your aquarium or done a big clean you may have what is sometimes known as "new tank syndrome". Your nitrogen cycle in the water is out of whack. There are dangers levels of chemical in your water. I would recommend getting an ammonia detector at the pet store and adjusting your water's chemistry accordingly.
