I think it sould be mostly up to the parent but it should be when the child is mature enough to handle themselves and emergency situations. They should not be left home alone for too long the first time and go over the emergency procedures with your child. You may gradually increase the time alone if it is okay with the child. DO NOT LEAVE THE CHILD ALONE IF THEY DONT WANT TO BE LEFT HOME ALONE!!!!!
In Howard County a child can stay home for four hours by themselves at 8 years old. In PG and Montgomery they have to be 12years old. My daughter stayed home at the age of 8 in Howard county.
I don't really know. But I would suggest that you should make the decision as a parent or caregiver, since there is no law.
I do not think that is something that is regulated by the laws. A good parent would be sure that a child was responsible enough to do that. IT is left to the parent's judgement but if it were me, I wouldn't allow any child under 15 to stay home alone and that would be ONLY in a time of actual need.

Dare county in NC was named after Virginia Dare, the first child born of English parents in America.
There are no legal laws about the age a child may be left alone but a child who is left alone too young could leave the parent liable for negligence or child abuse. A general rule of thumb would be if the child can cook for him/herself or call emergency services.

State law also says a child must be at least 13 years old to baby-sit another child. Generally, it is left up to the parent to decide whether a child who is at least eight is mature enough to be home alone. Any time you leave your child alone, be sure the child knows what to do in case of an emergency.Baltimore County Department of Social Services' Child Protective Services (CPS) may become involved if a child of any age is left alone and is placed at risk of harm because he/she is unable to manage on his/her own. CPS may also become involved if your child's babysitter or caretaker is unable to properly care for him/her.
